| 以前。カードを偽造されたためクレジットカードの番号を変えました。
その後、なぜかPAYPALをログインするとhttps://www.paypal.com/row/cgi-bin/webscr?cmd=_login-done&login_access=1128146891に飛んでしまい、 Resolution Centerをクリックして新しいクレジット番号を登録しようとしても
「 口座利用制限のため、クレジットカードをご登録いただけません。」
と表示されてしまい、PAYPALを使うことが出来ません。
PAYPALに直接問い合わせたところ、

と返事が来て'Complete Expanded Use Enrollment' は見つかりませんし・・、なんのことかさっぱり分かりません。
